@;Pyramids
@PEDIAIMPROVE39
Counts as a Granary in every one of your cities.
The purpose of the Pyramids is open to speculation. The age of the Pyramids is open to speculation. How the Pyramids were built is open to speculation.

@;Dome of the Rock
@PEDIAIMPROVE40
One extra happy citizen in every city.
Originally the site of Solomons Temple, later a church was built on the site and after the conquest by the Muslims it became reknowned as the site of Mohammeds ascension to heaven.

@;Column of Constantine
@PEDIAIMPROVE41
City produces one extra trade arrow in each square that
already produces one.
In the center of the new Forum he built, Constantine ordered
a Column built and a statue to be placed on top, within both
column and statue were ancient relics.

@;Lighthouse
@PEDIAIMPROVE42
All Galleys sail the seas without risk of shipwreck plus all other ships have movement rate increased by one.
The famous light house (Pharos) was still standing during the 11th century.

@;New Senate House
@PEDIAIMPROVE43
Civilization receives any civilization advance
already discovered by two other civilizations.
Amoung the buildings that Justinian I erected after the fire of 532, was the rebuilt New Senate house, a building that Constantine I had created to act as a sister to the Senate of Rome.

@;Acropolis
@PEDIAIMPROVE44
Doubles the effect of all of your temples.
The Acropolis predated the era of Perikles, but it was through his embellishments, such as the Temple of Athena Nika, that we assosciate it with today.

@;Land Walls
@PEDIAIMPROVE45
All units get doubled defense verses horse, all cities have walls and enemy civs must offer ceasefire/peace during a negotiation.
The land walls were ordered to be constructed by Theodosios II during 408-413 AD. Despite the impressive sections in the middle and near the Marmara end, the section near the Golden Horn is surprisingly weak and it was this area that the Franks attacked in 1204AD and the Ottoman Turks bombarded in 1453AD, so ironically it was badly planned!

@;Abbasid Caliphate
@PEDIAIMPROVE46
Any unit surviving combat automatically gets veteran status, plus all new units are veterans.
The Abbasids came to power in 750AD during a civil war within the Caliphate, the built their new capital at Baghdad.

@;Justinian's Column
@PEDIAIMPROVE47
Every square in the city's radius produces an extra
resource "shield".
A monument that was said to stand as high as Haghia Sophia, the left arm of the statue was said to be pointing towards the east, perhaps earily predicting the coming of Islam, whilst in the right arm was held an orb affixed with a cross. The statue remained intact until the 16th century when it was melted down to make cannons for he Ottomans.

@;Boukoleon Palace
@PEDIAIMPROVE48
You receive a free embassy with every rival Civilization (so
your intelligence report will always be complete and you will
receive updates when other civilizations discover technologies).
The Boukolion (Voukolion) palace was built by Theophilos (829-842) with a facade to the sea on top of the sea walls that had been thickened in this region some decades before. The western part of the facade survived until 1873 when it was demolished to make way for the railway track, the eastern part still stands unpright. The Boukolion Palace formed the main living quarters of the Great Palace between the 9th and 11th centuries. It enclosed the new fortifications of the palace by Nikephoros Phokas (963-969). Though the residence was shifted to the Vlachernai after 1081, the Boukolion Palace was still used, It was inhabited by the Latin Emperors between 1204 and 1261 but given up after the reconquest.

@;Anastasis (Holy Sepulchre)
@PEDIAIMPROVE49
Counts as a Cathedral in each of your cities.
The Tomb of Christ (Peace be Upon Him). The original church was destroyed by the Sassanid Persians in 614 and soon afterwards partly reconstructed; in 1010 it was destroyed by the Fatimid Caliph Hakim of Egypt and rebuilt in 1048 by bequest of the Roman Emperor Constantine 'Monomakhos' IX; in 1144 the Franks rebuilt the entire church, put it under a single roof, and made many alterations and additions. Over the following centuries the church fell into disrepair.

@;Monastery Complex
@PEDIAIMPROVE50
Increases science output of city by 50%%. Mary (Peace be Upon Her) is said to have appeared on the mountainous site and thus instigated its rise in spiritual respect. Funded by the patronage of Nikephoros Phokas and Embellished by his friend Athanasios the "Holy Mountain", forbidden to women and children, and with an autonomous statute ever since. It became the Orthodox spiritual centre since 1054, Mount Athos is also a recognised artistic site. The layout of these monasteries (about twenty of which are presently inhabited by 1,400 monks) exercised its influence as far afield as Russia, and its school of painting influenced the history of Orthodox art.

@;Great Chain
@PEDIAIMPROVE51
No benefit; just a symbol.
The Great Chain was used to block the entrance to the Golden Horn during an enemy siege. Unfortunately it proved of little use in 1453 when Mehmet II put all his ships onto wooden rollers and transported them over land and back into the other end of the Golden Horn to continue the siege!

@:Hippodrome
@PEDIAIMPROVE52
All unhappy citizens in city are content.
The construction of the Hippodrome of Nea Roma allegedly began already in the time of the emperor Septimios Severos after 196. It was finished by Constantine the Great and probably inaugurated together with the city in 330. The Hippodrome was rebuilt several times and remained in great parts intact until the fire of 1204. It served for horse races, various other games and public meetings in the presence of the Emperor who had his seat in the so-called Kathisma, a monumental elevated loge that could be accessed directly from the imperial palace. With the decline of late antique urban culture, the number of races declined after 600, but the Hippodrome continued to be used until the end of the empire. The main architectural features of the Hippodrome besides the tribunes are the starting boxes at its north-eastern end, the Sphendone, i. e. the curved part in the south-west that was elevated by a vast substructure and decorated with monumental columns on the outer side, and the Spina. The Spina, the separating wall in the middle of the racing course, was decorated by a large number of antique works of art, including the Delphi Tripod, the Bronze and the Egyptian Obelisk.

@;1001 Churches
@PEDIAIMPROVE53
Whenever one of your units becomes obsolete because of a new
technology you have discovered, it is immediately replaced
by an equivalent modern unit. The city of Ani became the capital of the Armenian kingdom during the late 10th-early 11th centuries AD under the reign of the Bagratuni dynasty. It soon became a prominant centre of culture attracting many scholars of wide ethnic backrounds. The City in its hey-day had over 1,000 churches, great and small.

@;Haghia Sophia
@PEDIAIMPROVE54
Decreases unhappy citizens on same continent by 2 per city.
The Hagia Sophia is the most important surviving work of Roman architecture in Nea Roma. It was first built in the fourth century and inaugurated in 360. After a fire in 404 it was replaced by the second church which burned again in 532. The present church was mainly erected between 532 and 537 during the reign of Justinian I. In its architectural form, it tries to reconcile the traditions of longitudinal basilicas and central vaulted churches.The main dome which had a diameter of over 30 m was the biggest church dome until the fifteenth century. The Hagia Sophia was the church of both the emperor and the patriarch where the most important religious and state ceremonies were held. The emperor had direct access to it from the palace by a bridge crossing the street, and the patriarch had his residence in a palace immediately on the south side of the church.

@;Fatimid Caliphate
@PEDIAIMPROVE55
Doubles science output of city.
They claimed descent from Fatima, daughter of Mohammed and set out to conquer the world from Mahdiya north Africa, they conquered the Hejaz, Syria, Egypt but little else. The caliphate was overthrown by Sherga, unlce of Saladin...

@;Haghia Apostolos (Holy Apostles Church)
@PEDIAIMPROVE56
Pays the maintenance for all city improvements which
ordinarily cost 1 gold per turn. City improvements
requiring more than 1 gold per turn maintenance are not
affected.
The Church in which Constantine was emtombed in, virtually all later Emperors would follow suit. Remodelled by Justinian I and Basil I it was the prototype for St. Marks in Venice. The building survived, if not the tombs*, after the Ottoman takeover but was subsequently destroyed by Mehmet II on the pretext of the Ecumenical Patriarchate moving out to the Church of the Pantokrator. In its place today stands the equaly imposind hulk of the Conquerer's (Mehmet II) Mosque. * When Mehmet stormed into the city he smashed up the tombs of Constantine and the other Emperors. Today 4 porphry tombs have been repaired and are now outside Istanbul Archaeological Museum

@;True Cross
@PEDIAIMPROVE57
Two free civilization advances.
Helena, the mother of Constantine I, went to Jerusalem and among the relics she is said to have found was that of the True Cross on which Christ (Peace be Upon Him) was crucified. This was taken back to Constantine's New Rome (Nea Roma) and set within Haghia Sophia.

@;Statue of Athena
@PEDIAIMPROVE58
From the temple of Athena Nike in Athens, the statue was saved as a work of hisotoric heritage when the temple was converted into a church dedicated to Mary. The statue was taken to New Roma and set on the acropolis (modern Topkapi palace) but was removed during the siege by the Franks during the 4th crusade as the Romans thought that the statue was bekoning the Franks on.

@;Million
@PEDIAIMPROVE59
When you first obtain control of the Milion, every other civilizations attitude shifts 25% in your favour, increasing in time.
The Milion was the Golden Milestone in the centre of the city, close to the Basilica, the Hippodrome and Hagia Sophia, on which the distances to the important cities of the empire were inscribed. Built shortly after the foundation, it was restored in the time of Justinian I and is last mentioned in 1268. According to the texts it was a tetrapylon, i. e. a square of four pillars connected by arches and covered by a domical vault. .

@;Tetrarchy Statue
@PEDIAIMPROVE60
Counts as a Dungeon in every city.
The monument bulit to commenerate the creation of the Tetrarchy, a system where-by the Augustus would give his throne to his Kaisar-in order of succession. Diocletian did not want dynastic succesion, unfortunatley this is precisley what happened with the advent of Constantine. The monument was stolen by the Venetians and is now cobbled into the structure of St. Marks, Venice, bar the foot which was recently discovered in Istanbul.

@;Aquaduct of Valens
@PEDIAIMPROVE61
Increases shield number in all of your cities.
The Aquaduct usually called that of Valens was actually completed in 368 during the reign of this emperor, but certainly planned and begun already in the time of Constantine the Great (died 337) or his son Constantius. Of this monument, a great part is still preserved, but appears much lower than in the Roman time, since the surrounding ground level has risen up to 6 m. The Aquaduct transported water, that came from two different supply systems, over the little valley between the fourth and third hill of the city. It ended in a great reservoir in the vicinity of the Forum of Theodosius. The Aquaduct was in use throughout the Roman and most of the ottoman time. Also of note is the enormous subterranean cisterns built at first by Constantine I and later enlarged by Justinian I, known today as the 'Baslica cisterns', they cover a vast rectangular area between Haghia Sophia and the Milion.

@;Manhattan Project
@PEDIAIMPROVE62
Allows nuclear weapons to be built.

@;United Nations
@PEDIAIMPROVE63
^* Free embassy with every other civilization
^* Enemy civ's cannot refuse your peace treaties.
^* As a democracy, you can declare war 50%% of the time
^  (peacekeeping missions).
Tribonian was a Jurist from Pamphylia, appointed Quaestor of the Sacred Palace in 529AD. It was to him that Justinian looked to revise the Roman Laws. Under Tribonian's chairmanship and guided by his encyclopaedic knowledge, the special commsion by the Emperor pressed on with unbelievable speed. On the 8th of April 529, less than 1 year 2 months after work began, the Codex was ready; a week later it came into force, the supreme authority for every court in the Empire. A fuller edition, including Justinian's own laws, appeared five years later; already in 530, however, a second commision under Tribonian began another codification, this time of the principal writings of all the ancient Roman jurists. Known as the Digest-or sometimes as the Pandects-it was the first attempt ever to bring these also into the framework of a methodical system. The commision was said to have 'condensed the wisdom of nearly two thousand treatises into fifty books,and recast three million 'verses' from the older writers into 150,000": an astonishing achievement in only three years. Finally in 533 there appeared the Institutes, a handbook of extracts from the two main books designed for use in the imperial law schools. All these were written in Latin.

@;Apollo Program
@PEDIAIMPROVE64
^*Makes the known World visible.
Humans have always searched for ways to chart out their environment, be it local or far away, for security and knowledge. By the time of the 11th century in Nea Roma the libraries were packedwith ancient Cartographic knowledge.

@;SETI Program
@PEDIAIMPROVE65
Counts as an university in every one of your cities; effectively
doubles your science output.
Counts as a Cathedral in each of your cities.
St. Peters Basilica was first consecrated in the year 326. Erected over the grave of St. Peter (Peace be Upon Him), the church was commissioned by Emperor Constantine the Great. By the time of Pope Julius IIs reign, however, it had steadily degraded.

@;Rock Cut Hermitages
@PEDIAIMPROVE66
One extra happy citizen in each city.
Orignally established by St. Basil the Great in the 4th century to recreate the Desert Hermitages of the Gospels in order to continue Theological learning. During the periods of Iconoclasim that occured during the 8th and 9th centuries they became vast refugee bastions for the supporters of religious icons in churches and public usage. Today they are being sold of as tourist pads.

@title=Civilization: Governments
Hey, as government switching is not permitted in
this scenario, what are you looking for here?

@PEDIAGOVT0
@width=600
@title=Civilization Government: Anarchy
Anarchy represents not so much a government type as the
lack of any stable government. Anarchy occurs when your
civilization's government falls, or when you decide to
have a Revolution. After a few turns of Anarchy, you will
be able to reconstitute your government.
^
Anarchy is similar to Despotism, except that the corruption
rate is VERY HIGH (see entry for Despotism). However, no
taxes are collected during a period of Anarchy, and no
scientific research is conducted.

@PEDIAGOVT1
@width=600
@title=Civilization Government: Despotism
^UNIT SUPPORT
Each unit above the city size costs one shield per turn.
Settlers eat one food per turn.
^
^HAPPINESS
Up to three military units in each city will institute
"martial law", converting an unhappy citizen into a content
citizen.
^
^CORRUPTION AND WASTE
Despotism has a HIGH rate of corruption and waste. The
level of corruption in a particular city is based on its
distance from your capital.
^
^SPECIAL
Under Despotism, none of the science/tax/luxury rates may
be set higher than 60%%. ALSO, ANY SQUARE WHICH WOULD ORDINARILY
PRODUCE THREE OR MORE OF A RESOURCE (FOOD, SHIELDS, TRADE) PRODUCES
ONE LESS.
^
^HINTS
Because of Despotism's high rate of corruption, it is almost
always an inferior form of government. Try to switch to a
Monarchy as soon as possible-NOT ALLOWED IN THIS SCENARIO!

@PEDIAGOVT2
@width=600
@title=Civilization Government: Monarchy
^UNIT SUPPORT
Each unit beyond the third costs one shield per turn.
Settlers eat one food per turn.
^
^HAPPINESS
Up to three military units in each city will institute
"martial law", converting an unhappy citizen into a content
citizen.
^
^CORRUPTION AND WASTE
Monarchy has a MODERATE rate of corruption and waste. The
level of corruption in a particular city is based on its
distance from your capital.
^
^SPECIAL
Under a Monarchy, none of the science/tax/luxury rates may
be set higher than 70%%.
^
^HINTS
Monarchy is an excellent form of government for a young
civilization.

@PEDIAGOVT3
@width=600
@title=Civilization Government: Beureucracy
^UNIT SUPPORT
Each unit beyond the tenth costs one shield per turn.
Settlers eat TWO food per turn.
^
^HAPPINESS
Up to three military units in each city will institute
"martial law", converting *TWO* unhappy citizens into
content citizens (so a total of SIX unhappy citizens can
be suppressed).
^
^CORRUPTION AND WASTE
Under Beureucracy, state control of the economy eliminates
organized crime. Your cities, therefore, experience no
corruption.
^
^SPECIAL
All Bishop units produced under Beureucratic governments are
given VETERAN status. Under Beureucracy, none of the
science/tax/luxury rates may be set higher than 80%%.
^
^HINTS
Beureucracy is best for large, far-flung empires which need
to maintain a huge military. Use your powerful spies to
steal technology from the capitalist pigs.

@PEDIAGOVT4
@width=600
@title=Civilization Government: Caliphate
^UNIT SUPPORT
Each unit costs one shield per turn
(exclusive of Mujahideen which are free of maintenance)
Settlers eat TWO food per turn.
ONLY the Caliphate and Emirate may produce
Mujahideen units.
^
^HAPPINESS
Strict Islamic principles gaurantee that NO CITIZEN IS EVER UNHAPPY!
^
^CORRUPTION AND WASTE
Is efficiency ensures the Caliphate has NO corruption.
However, the Caliphate has the special disadvantage that all
SCIENCE is CUT 30%% due to the execution of heretical
intellectuals.
^
^SPECIAL
Improvements which convert unhappy citizens to content
citizens (Churches, etc.) are put under a special 'People of the Book' tax and produce "tithes" of gold equal to the number of citizens they would otherwise convert. They also require no maintenance. The diplomatic penalties for "fifth collumnist activities" by your Diplomats and Spies are reduced. Under the Caliphate none of the
science/tax/luxury rates may be set higher than 80%%.
^
^HINTS
The Caliphate eliminates all happiness problems and provides
an excellent revenue. Military affairs do well with no
interference from the Viziers! (a.k.a. Senate)

@PEDIAGOVT5
@width=600
@title=Civilization Government: Emirate
^UNIT SUPPORT
Each unit costs one shield per turn. Settlers eat TWO
food per turn.
^
^HAPPINESS
Each military unit AFTER THE FIRST which is not in a friendly
city (or a fortress within 3 spaces of a friendly city)
causes one citizen in its home city to become unhappy.
^
^CORRUPTION AND WASTE
An Emirate has a LOW rate of corruption and waste. The
level of corruption in a particular city is based on its
distance from your capital.
^
^SPECIAL
Under an Emirate, each square which ordinarily produces at
least one unit of trade produces an extra unit.
None of the science/tax/luxury rates may be set higher
than 80%%.
^
^HINTS
Switching to an Emirate can give an astounding boost to your
science and tax revenues, although you'll probably have to
divert some of your trade to luxuries. It becomes more
difficult (and expensive) to keep an army in the field, but
building the Tetrarchy (not possible!) wonder can help with this
problem.

@PEDIAGOVT6
@width=600
@title=Civilization Government: Democracy
^UNIT SUPPORT
Each unit costs one shield per turn. Settlers eat TWO
food per turn.
^
^HAPPINESS
Each unit which is not in a friendly
city (or a fortress within 3 spaces of a friendly city)
causes TWO citizens in its home city to become unhappy.
^
^CORRUPTION AND WASTE
Democracies experience NO corruption or waste.
^
^SPECIAL
Under a Democracy, each square which ordinarily produces at
least one unit of trade produces an extra unit.
The units and cities of a Democracy are immune to BRIBERY
of all forms.
The science/tax/luxury rates may be set to any level
desired.
^
^HINTS
Democracies can produce spectacular amounts of revenue and
scientific research. However, because of the severe
happiness restrictions on military units, this form of
government tends to be viable only for large, advanced
civilizations. Increasing your luxuries rate and building
Wonders can help alleviate this problem.
